With reference to named collections, Canada recommends that named collections which correspond to ISO/IEC 10646 collections be identified by the ISO/IEC 10646 collection name and number. Further, Canada recommends
Defer the support of grapheme clusters to Version 2. Even if it is dropped, typical european repertoires can be supported by using composed forms.
Allow foreign attributes for all elements and allow foreign elements for all elements. Introduce an attribute to ref, kernel, hull, and collection elements so that they do not need text contents.

Please be consistent with terminology of ISO 10646 on repertoires, eg on the term “exact description”. Is it the same as a “fixed collection” of ISO 10646? |

References to non ISO or IEC standards need clearance. Have these been obtained? Please note that terminology of non-ISO/IEC standards differ from ISO/IEC standards. |

The ISO 10646 term “collection” does not include Unicode grapheme clusters. |
Please delete “or Unicode grapheme clusters” or use a different name for the term. |

The term “character” is not the same in IS 10646 and Unicode. Pl |
ease use the ISO/IEC definition, as the term is ambigeously defined otherwise, and we need to be consistent with other ISO/IEC standards. |

We propose that terms that are used in this standard is based on other ISO standards. |
eg the term “Unicode grapheme cluster” should be defined in terms of ISO 10646 only, and the term defined in clause 3. |

That the regular expression definition varies from ONE Unicode version to another makes it difficult to use in an ISO standard. |
It would be better to define the regular expression in this standard. |
