The SC Secretariat distributes the CD (see Form G5). For an FCD (see Form G7), the Secretariat also forwards the FCD to ITTF for notification of availability to other NBs and organisations in liaison for information and comments. The introductory note should indicate, as appropriate, the sources used as a basis for the proposal and the background and aim of the proposal. The note should include among other things:
The need for Part 8 of ISO 19757 surfaced as a result of requirement analysis for Document Schema Description Languages. A mechanism for the simple customization of document models for use with different language communities, so that markup tag names did not need to be the same in all languages for a given document type, has long been recognized as a user community need by users of ISO 8879 and related standards. Various techniques have been proposed in the past, but the methods proposed did not work with all schema formats. In particular the W3C Schema format introduced in October 2001 did not provide adequate facilities for customization of element names. The programme of work for DSRL commenced in October 2001 as a result of this. Development of the standard has gone through a number of iterations, requiring changes to the scope, syntax and demonstration software in response to national body and expert comment. Delay has also been caused by waiting to see if version 2.0 of the W3C Schema language would effect the proposal. The proposals have been presented at key conferences, and has been made available for discussion on the DSDL website (www.dsdl.org) for the last 18 months. Comments from the public and members of the SC34 have resulted in a significant simplification of the syntax in the current draft.
