Operation Implementation), please find attached the rules for the workshop
mode of operation.  SC 22 members are requested to review this document and
provide contributions on how SC 22 could potentially use this new process.
This document as well as member contributions will be reviewed at the next
SC 22 Plenary in Finland.  Please submit any contributions or comments by
the due date indicated so that there will be sufficient review time prior to
