1. Request for CD Balloting Status

The Japan National Body acknowledges the request of the source authors to submit N0396 for the "Formal specification of the topic maps data model" Part of the ISO 13250 Multi part Standard for Committee Draft (CD) balloting status.

The Japan National Body recommends that this draft be formally balloted as a committee draft after the authors have made the changes specified in 1.1 and 1.2.

1.1 Follow Rules for the structure and drafting of International Standards

The source authors must follow the Rules for the structure and drafting of international standards, as specified in ISO/IEC Directive, Part 2. The N0396 is not yet in compliance in this respect. The authors must review the contents herein and make the required changes as described in the directive.

1.2 Remove Section 6 Conformance

Conformance per se is not usually part of a formal data model and should be removed from this part of the standard. A conformance clause is required for ISO 13250, but it needs to be included as either a separate part or in some other part to be decided by the committee.

2. Essential Business Need

There is an essential business requirement as voted by the National Bodies in N0388, and in particular for the formal data model. The Japan National Body strongly requests that the authors prepare N0396 so that it will satisfy 1.1 and 1.2 with utmost urgency and submit it for CD balloting.
