Confirm that Part 1 is ready for DTR ballot.

References from Ada quality style and guide, CERT, MISRA, and guidance textbooks were updated in N817. These were vetted and the results to be captured in N0823.

Stephen will circulate to the WG and will send to DTR ballot as soon as this is complete, barring any non-editorial issues.
