[SG10] SD-6: ready for C++17?

I'm getting ready to take silence as assent: that the document is ready to be published as SD-6, and that no one minds if SD-6 differs from P0096R5 in the pre-Albuquerque mailing by (effectively) deleting the editor-notes.
