Resolution 00-01: Termination of
ISO/IEC JTC 1/SC22 Liaison to ECMA TC41
Noting the closure of ECMA TC41, ISO/IEC JTC
1/SC 22 terminates its liaison to that committee, and thanks Robert Mathis for
his services in that role.

Resolution 00-02: Termination of
ISO/IEC JTC 1/SC22 Liaison to ISO/IEC JTC 1/SC29
Noting that there has not been any need for
communication for some time between ISO/IEC JTC 1/SC29 and ISO/IEC JTC 1/SC22,
ISO/IEC JTC 1/SC22 resolves to terminate its ISO/IEC JTC 1/SC 29 liaison, and
thanks its liaison officer Miles Ellis for the work done.

Resolution 00-03: Termination of Java
Study Group
ISO/IEC JTC 1/SC22 notes with regret that due
to circumstances beyond their control the fine efforts of members of JSG have
not found an appropriate approach for Java-related standardization. ISO/IEC JTC
1/SC22 thus resolves not to continue with the Java Study Group, and thanks the
Convener, Robert Mathis for his work.

Resolution 00-04: APL Tack characters
Noting the request from WG3 in SC22 N3176,
ISO/IEC JTC 1/SC22 requests that ISO/IEC JTC 1/SC2 change the names of 5 APL
characters in ISO/IEC 10646-1 as proposed in the said document (proposed action
1) and instructs the ISO/IEC JTC 1/SC22 secretariat to forward this to ISO/IEC
JTC 1/SC2.

Resolution 00-05: Document numbering
and integrity
ISO/IEC JTC 1/SC22 approves the following as
suggested remedies to address the issues raised by WG20 with respect to
document numbering and integrity in SC22 N3135:
1. To 'freeze' the format of a document using
PDF,
2. When referring to another document to
include a date in the reference,
3. When dealing with synchronization
problems, make use of liaisons or standard boilerplate on checking for the
latest version at the original site.

Resolution 00-06: Agenda Item for
ISO/IEC JTC 1/SC22 2001 Plenary: Potential withdrawal of standards
Noting the lack of input to the ISO/IEC JTC
1/SC22 plenary, ISO/IEC JTC 1/SC22 resolves that at the next ISO/IEC JTC 1/SC22
plenary the agenda is to include items recommending the withdrawal of the
following standards:
ISO/IEC 10279:1991 - Full Basic
ISO/IEC 10206:1991 - Extended Pascal.
ISO/IEC JTC 1/SC22 Member Bodies are
requested to consult as appropriate and provide specific input in advance of
the meeting regarding the future of these standards.

Resolution 00-07: Sorting standard
concurrent ballot
Recognizing that the ISO/IEC 14651 Amendment
1 needs to complete after due processing of ISO/IEC 10646-2 and recognizing
that it should minimize the delay between the publishing of ISO/IEC 14651 AMD 1
and 10646-2, ISO/IEC JTC 1/SC22 authorizes its secretariat to conduct a
concurrent registration and PDAM consideration ballot for ISO/IEC 14651 Amendment
1, as soon as ISO/IEC 10646-2 has been approved.

Resolution 00-08: Future of WG20
Noting that ISO/IEC JTC 1/SC22 N3164 has some
suggestions regarding the future work of WG20, therefore ISO/IEC JTC 1/SC22
instructs WG20 to report its consolidated recommendations regarding its future,
together with its business plan, taking into specific account the following
standards/technical reports - ISO/IEC 14651, ISO/IEC TR 10176, ISO/IEC TR
11017, ISO/IEC TR 14652 and ISO/IEC 15897. This report and the business plan
are to be provided to ISO/IEC JTC 1/SC22 at least 90 days prior to the next
ISO/IEC JTC 1/SC22 plenary meeting.

Resolution 00-11: Inexpensive standards
publication
The standards within the purview of ISO/IEC
JTC 1/SC22 represent a special opportunity for experimenting with inexpensive
electronic distribution. The ability to search electronic documents or cut code
fragments (for example API's) from them makes an electronic version more useful
than a paper one. Furthermore language standards are of use to both users and
implementors so that the demand is sensitive to pricing and lower prices should
result in substantially larger sales.
Thus, ISO/IEC JTC 1/SC22 requests JTC 1 seek
ISO council approval for inclusion of all ISO/IEC JTC 1/SC22 standards in any
trial on inexpensive electronic availability of standards.

Resolution 00-12: Publication of
ISO/IEC 14651 electronically
Noting the request in SC22 N3135 in order to
allow for easy implementation of products using this standard, ISO/IEC JTC
1/SC22 requests publication of ISO/IEC 14651 - International string ordering in
electronic format, with the Common Template Table as a plain text file.

Resolution 00-13: JTC 1 electronic
document distribution
ISO/IEC JTC 1/SC22 recommends that ISO/IEC
JTC 1 seek ISO Council approval to make the current electronic document
distribution trial for free availability of documents up to, but not including
DIS/FDIS, a permanent policy of ISO/IEC JTC 1 and further recommends that this
be integrated into the ISO/IEC JTC 1 directives.

standards
ISO/IEC JTC 1/SC 22 approves the request from
WG11 in SC22 N3128 that the following documents be made freely available, and
directs the SC22 Secretariat to immediately forward this request to ISO/IEC JTC

Rationale: These documents are intended for
standards writers, and making them publicly available increases their
visibility, thereby enhancing the possibility of interoperation between various
specifications. (Note that a related specification, ISO/IEC 11404:1996, has
already been made publicly available.)

as project editor.

Resolution 00-17: Retention of Project
Not Reaching DIS Stage Within Four Years of Reaching CD Stage
ISO/IEC JTC 1/SC22 notes that Project JTC
1.22.41 – POSIX Part 2, Shell and Utility Addendum has exceeded the statutory
time for proceeding from CD to DIS Stage. ISO/IEC JTC 1/SC22 notes, however,
that significant progress has been made on the project and there is no reason
to suppose that it will not be completed. Therefore, ISO/IEC JTC 1/SC22
requests ISO/IEC JTC 1 to extend by another year the time permitted for
proceeding from the CD to the DIS stage for Project JTC 1.22.41.

Not Reaching CD Stage Within Three Years of NP - JTC 1.15436 – Interfacing
Modula-2 to C:
ISO/IEC JTC 1/SC22 notes that project JTC
1.15436 – Interfacing Modula-2 to C - has exceeded the statutory time for
proceeding from NP to CD Stage. ISO/IEC JTC 1/SC22 notes, however, that
significant progress has been made on the project as noted in SC22 N3143, and
there is no reason to suppose that it will not be completed.
Therefore, ISO/IEC JTC 1/SC22 requests
ISO/IEC JTC 1 to extend by another year the time permitted for proceeding to CD
stage for Project JTC 1.15436.

1.22.34 - Complex Floating Point Arithmetic and Complex Elementary Numeric
Functions - has exceeded the statutory time for proceeding from NP to CD Stage.
ISO/IEC JTC 1/SC22 notes, however, a first draft for project 22.34 is expected
in late 2000, and there is no reason to suppose that it will not be completed.
Therefore, ISO/IEC JTC 1/SC22 requests
ISO/IEC JTC 1 to extend by another year the time permitted for proceeding to CD
stage for Project JTC 1.22.34.

SV1: WG20 exists to serve SC22 and create
guidelines based on TR 11017 (Framework for internationalization). Does SC22
believe that this role of WG20 should continue?

internationalization be completely directed to SC2 for character set and
sorting issues and to SC35 for other user requirements, leaving individual
programming language standards on their own for the rest?
SV3: Does SC22 believe that
internationalization solutions belong to applications and not to programming
languages themselves?
