Prototype web pages reorganized

The SC22 prototype WG web pages have been reorganized, to
make them easier movable to another web server site, and also
the comments have been removed form the pages themselves
into a design page, which then is referenced
at the bottom of each page. This eliminates editing them out, while
still having all the comments available by a hotkey at the bottom
of the page.
A hotkey list is added at the bottom at each page.
A separate doccuments page has been added,
with references to the Danish Standards document register, and also
references to some documents.
