22.1.1.1.1/4, table 52, "Required Instantiations", lists, among others:
time_get<char,InputIterator>
time_get_byname<char,InputIterator>
time_get<wchar_t,OutputIterator>
time_get_byname<wchar_t,OutputIterator>
The second argument to the last two should be InputIterator, not OutputIterator.
Proposed resolution:
Change the second template argument to InputIterator.
