French contribution on the agenda of the cultural adaptability workshop :

The cultural adaptability workshop has been set up because JTC1 has felt necessary to clearly and thoroughly define a technical direction covering all aspects of cultural adaptability, and subsequently to place into it the relevant SCs and WGs.

Therefore, it seems awkward to have a meeting agenda entirely dictated by JTC1 present or past structures and projects. France then suggests that point 7 of the agenda be dealing first with a thorough survey of all technical areas possibly concerned with cultural adaptability, stating in each case what is at stake and the problems to be solved (see French contribution on that precise topic).

Failing to do so, JTC1 would run the risk of remaining limited to its current projects, while the recent Global Standards Conference has underlined strong but still unfocused requirements in the area of Cultural Adaptability (e.g. end-to-end interoperability of applications in any language). It would be extremely regretful if JTC1 failed to demonstrate its ability to analyse and meet market requirements in this domain. It would also be extremely detrimental to its credibility.

Finally, since JTC1, in its document N 4775 (JTC1 technical directions), decides that the Cultural Adaptability workshop results will be used, during its June 1998 plenary, to finalise the structure and mode of operation of the various SCs and WGs handling related matters, the workshop should then make appropriate recommendations for the most appropriate organisation of this technical direction stating previously which SC's and WG's must be placed into it, including proposals of collaboration and work sharing with other JTC1/SCs (SC29...) and moreover with other (TC 37, TC 46, CEN TC 304...) standard bodies.
