STATUS: The attached correspondences show that the transfer of the following six standards from TC 46/SC 4 to JTC 1/SC 2 have been completed: 
ISO 5426:1983, ISO 5427:1984, ISO 6438:1983, ISO 10585:1996, ISO 10586:1996, ISO 11822:1996 
The Programme of Work of SC 2 has been updated accordingly. The transfer of the remaining standards will be discussed at the forthcoming TC 46 meeting.

Dear Sophie, dear Pat, dear Sally,
 

Let me come back to the item of the transfer of projects from ISO/TC 46/SC 4 to ISO/IEC JTC 1/SC 2.
JTC 1/SC 2 has circulated the resolution below and has adopted it:
 

"SC2 recognizes the commitment which the Library community has made to the UCS by TC46/SC4's cessation of development and augmentation of its 7-bit and 8-bit standards.
 

SC2 further appreciates the willingness of TC46/SC4 to transfe responsibility for existing ISO character set standards to SC2.
 

In order to assume the stability of the existing standards SC2 resolves to do the following:
 

1. SC2 will make no changes in the transferred standards without TC46/SC4 approval. This means that at the periodic review of each of these standards, TC46/SC4 will be specifically requested to provide a statement with regard to its position on the standard in question.
 

2. SC will not withdraw any of these standards without TC46/SC4 approval. This means that at the periodic review of each of these standards, TC46/SC4 will be specifically requested to provide a statement with regard to its position on the standard in question.
 

SC2 resolves to delegate responsibility for the maintenance of these standards to its WG3."
 

On the basis of this resolution I would like to ask you how we should proceed now to bring the issue to an end. Please let me know whether you need any further documentation or any kind of statement on behalf of ISO/TC 46 to effect the transfer of these projects. If there any kind of further process we need to set in motion now that everybody seems to be in agreement or will we simply transfer the projects now?

Dear Edith,
No problem on my side, given the agreed SC2 resolution and all the exchanges of emails on that subject in September 1999.
 

Consequently the 6 following standards from TC46SC4 will be transferred to the JTC1SC2 WP as from today on our database, please update your files accordingly:
 

ISO 5426:1983 "Extension of the Latin alphabet coded character set for bibliographic information interchange"
ISO 5427:1984 "Extension of the Cyrillic alphabet coded character set for  bibliographic information interchange"
ISO 6438:1983 "Documentation - African coded character set for bibliographic information interchange"
ISO 10585:1996 "Information and documentation - Armenian alphabet coded character set for bibliographic information interchange"
ISO 10586:1996 "Information and documentation - Georgian alphabet coded character set for bibliographic information interchange"
ISO 11822:1996 "Information and documentation - Extension of the Arabic alphabet coded character set for bibliographic information interchange"

It is extremely gratifying to know that all the hard work I as JTC1/SC2/WG2
liaison and Randy Barry of TC46/SC4/WG1 have done over the past three years
has at last borne fruit.
 

We hope to continue this work on the remaining character set standards at
the meetings in Berlin next month.
