JTC 1 Matters:
 
RESOLUTION M09.01: Nomination of SC 2 Representatives to the ISO/IEC ECE MoU Management Group

SC 2 nominates its Chairman for JTC 1 Delegation to the ISO/IEC ECE MoU Management Group. SC 2 requests its Secretariat to inform the JTC 1 Secretariat accordingly.

SC 2 appreciates the WG 2's input on this subject contained in document SC 2 N 3273 and N 3278 and resolves to form an ad hoc group to prepare an SC 2 response with the following experts:

SC 2 notes that this ad hoc group will have email discussion and a final draft will be posted to the SC 2 e-mail reflector by the end of 1999-04.

Note: NP/Subdivision, NP Criteria and Proposal submitter qualification were pointed out as examples of items to be considered for SC 2 process improvements.

SC 2 approves the recommendation from WG 2 that TR 15285 be published on WWW and instructs its Chairman and Secretariat to take an appropriate action.

Registration Authority Matters
 
RESOLUTION M09.04: Registration Principles

SC 2 accepts the intent of the Registration Principles in document SC 2 N 3290 prepared by the Registration Authority and asks it to make modifications based on the discussion during this meeting. SC 2 further asks the Registration Authority to deliver the modified document to the SC 2 Secretariat for distribution to SC 2 as soon as possible.

SC 2 invites its National Bodies to nominate to membership of the Advisory Group of Registration Authority at most one person by 1999-06-30.

SC 2 accepts document SC 2 N 3295 as the scope of Revision of ISO 2375: 1985. SC 2 requests its project editor to prepare a working draft for consideration by WG 3 by 1999-07-15. SC 2 resolves to delegate to WG 3 the authority for CD registration.

RESOLUTION M09.07: Progression of 10646-1/FPDAM 22 (Keyboard symbols), FPDAM 24 (Thaana), FPDAM 25 (Khmer), FPDAM 26 (Myanmar), FPDAM 27 (Syriac)

SC 2 endorses the following disposition of comments reports on FPDAM 22, 24, 25 and 26 prepared by WG 2 and recommends its Secretariat to forward the revised texts including FPDAM 27 to ITTF for FDAM ballots upon receipt from the project editor.

With reference to WG 2 Resolution M36.01, SC 2 notes that Disposition of Comments on FPDAM 14 is in progress. SC 2 recommends its Secretariat to forward the revised text of FPDAM 14 to ITTF for a FDAM ballot upon receipt from the project editor.

SC 2 endorses the following disposition of comments reports on PDAM 15, 28, 29, 30 and 31 prepared by WG 2 and recommends its Secretariat to circulate the revised texts to SC 2 for FPDAM ballots upon receipt from the project editor.

With reference to WG 2 Resolution M36.12 and 13, SC 2 approves preparation of Technical Corrigendum on Hangul Names List and Collection ID for BMP of 2nd edition. SC 2 instructs its Secretariat to forward a Draft Technical Corrigendum prepared by the project editor to SC 2 for a 3-month letter ballot.  Further SC 2 delegates the responsibility of disposition of comments to its project editor.

RESOLUTION M09.11: Approval Process for Second Edition of 10646-1

SC 2 accepts document SC 2 N 3294 as the approval process for the Second Edition of 10646-1. SC 2 further accepts the request from WG 2 to circulate the consolidated text of the second edition of 10646-1 along with the sample pages of code tables submitted by the project editor to SC 2 for review and comments by 1999-08-31.

SC 2 accepts the recommendation from WG 2 that Working Draft of 10646-2 (SC 2 N 3297) be circulated to SC 2 for review and comments by 1999-06-15.

SC 2 notes that the scope of this project has been modified to incorporate the comments from the National Body of Japan in document SC 2 N 3151.

With reference to WG 2 Resolution M36.26, SC 2 notes the progression of this project and resolves to delegate to WG 2 the authority for CD registration.

SC 2 approves the target dates of WG 2 projects as given in SC 2 N 3292 Revised, WG 2 Activity Report.

With reference to WG 2 Resolution M36.21, SC 2 accepts document SC 2 N 3279 and instructs its Secretariat to forward it to the National Body of Armenia in response to document SC 2 N 3222.

WG 3 Projects:

 RESOLUTION M09.17: Further processing of Project 02.20.7 (Revision of 8859-7: Latin Greek)

SC 2 requests its project editor to provide the SC 2 Secretariat with a working draft for a combined CD registration and FCD consideration ballot by 1999-05-15. If the document is not received by that date, the Secretariat shall cancel the project.

RESOLUTION M 09.18: Further processing of Project 02.20.11 (8859-11: Latin/Thai)

SC 2 requests its project editors to provide the SC 2 Secretariat with a working draft for a combined CD registration and FCD consideration ballot by 1999-07-15. If the document is not received by that date, the Secretariat shall cancel the project.

SC 2 instructs its Secretariat to conduct an SC 2 subdivision letter ballot based on document SC 2 N 3227. SC 2 requests WG 3 to develop target dates if the proposal is approved by SC 2.

SC 2 reconfirms its policy not to modify technical contents of ISO/IEC Character Set Standards that are stable and widely implemented.

SC 2 delegates to WG 3 the responsibility for the Disposition of Comments on a combined CD Registration and FCD Consideration ballot closing on 1999-04-30.

SC 2 instructs its project editor to follow the SC 2 Resolution M07.14 adopted at the Crete plenary meeting and to update the text of SC 2 N 3225 for a Type 2 Technical Report, restoring the glyphs of the untested characters and providing an explanatory note on their testing status. SC 2 further instructs its editor to provide the SC 2 Secretariat with the revised text for a DTR letter ballot by 1999-05-15. If the revised document is not received by that date, the Secretariat shall cancel the project.

SC 2 accepts the request from ISO/TC 211 to establish a liaison with SC 2.

SC 2 requests Mr. Michael Everson to prepare a Liaison statement asking transfer of their character coding projects to SC 2. The draft will be circulated by SC 2 e-mail reflector by 1999-04-15.
