Attachment 4: UK

UK COMMENTS ON ISO/IEC 10646-1/PDAM 27 - SYRIAC (JTC 1/SC2 N 3107)

The UK approves the registration of PDAM 27.

The UK disapproves the draft in SC 2 N 3107 for the following reasons:

Technical comments

1.  The names of the following characters:
074B  MADDAH ABOVE
074C  HAMZA ABOVE
074D  HAMZA BELOW
should be amended to include a term to identify the script, for example SYRIAC, or ARABIC, or ARABIC-SYRIAC.
Note:  This does not imply that any of these characters should be reassigned to different code positions.

Justification

a.  The names in the PDAM are incomplete since the characters are clearly intended to be used mainly with the SYRIAC script.
b.  In the English Dictionary (Collins) MADDAH does not appear at all, so the additional script identifier is clearly needed.  The entry for HAMZA is "the sign used in Arabic to represent the glottal stop", so the inclusion of a script identifier such as ARABIC would clearly be correct.

2.  On page 4 the list of combining characters for Annex B.1 is missing.



 Attachment 5: USA

The U.S. Vote for ISO/IEC 10646-1 PDAM consideration for amendment 27 - Syriac

The U.S. vote is to approve with comments.
 
Comments:

1. U+074B..U+074D are intended for generic use with Arabic, as well as for Syriac. They should be moved to U+0653..U+0655 and have the word ARABIC prepended to each of their names. This will accord with the use of other
Arabic combining marks already encoded in the Arabic block. [This change will entail various changes to the amendment to correct Annex E.] This change will make these 3 characters become part of the BASIC ARABIC collection (which is not a fixed collection).
 
2.  The list of combining characters from the new SYRIAC collection and the new three combining characters for the BASIC ARABIC collection must be specified in the PDAM with a list of additions for Annex B.1. (U+0711,  U+0730..U+074A, and assuming the move of comment 1, U+0653..U+0655)

3.  Other than the character name changes noted in the Editor's note, four character names do not match the working draft. These should be corrected to:
