Technical comment A.
17DB KHMER CURRENCY SYMBOL RIAL should be moved to CURRENCY SIGN
BLOCK and renamed as
RIEL SIGN (Cambodia).
Rationale: This sign is not a part of Khmer script. It is a modern currency sign used in Cambodia which uses Khmer script as a part.
For an administrative purpose of this comment, Japan will provide the new SUMMARY FORM for the Riel sign at the London meeting.

Technical comment B.
The following comments are from an expert in Austro-Asian languages
Makoto MINEGISHI (associate professor,
Institute for the study of languages and cultures of Asia and Africa,
Tokyo university of foreign studies, Tokyo, JAPAN).
1. Delete 163(17A3), as it is identical with 162(17A2) as a graphic
character. Avoid duplicate encoding.
2. Delete 164(17A4), as it is merely a representation form of the combination
of 162(17A2)/163(17A3) and 182(17B6).
3. Delete 180(17B4) and 181(17B5), as there is no evidence for the
existence of them as real characters. The term `inherent vowel' itself
is doubtful.
4. Add a pre-combined form for 182 (17B6) and 198(17C6), as they are
used in this (combined) form as well as independent forms.
5. Add a rationale to drop `feet' (subscript) forms.
Existent Khmer encoding adopt encode these consonants in `feet' forms,
apart from other forms. This encoding might give rise to confusion with
conflicting existing encodings.

Comments:
To be consistent with the way other Brahmi-based scripts are encoded, U+17C7 and U+17C8 should be shown in the chart with a dotted circle on their left (implying that they are spacing combining characters). Cf. the way the visarga's are handled in the Indic scripts (e.g. U+0903). These two characters should also be added to the list for Annex B.1 (combining characters).
