In accordance with Resolution M08.13, M08.15 and M08.19  adopted at its eighth plenary meeting held in Redmond, Washington, USA, 1998-03-24/25, SC 2 submits to JTC 1 for endorsement the following proposed modifications to the programme of Work.

1. Subdivisions

1.1 Subdivisions of Project JTC 1.02.08.01, ISO/IEC 10646-1: 1993: Universal Multiple-Octet Coded Character Set (UCS) -- Part 1: Architecture and Basic Multilingual Plane (SC 2 Authorization: Resolution M08.13)

Title: ISO/IEC 10646-1 Amendment 23: Bopomofo and various other characters

Scope: A set of character names, code positions, and typical graphic symbols, for additional characters in the Bopomofo collection, and other existing collections of specialist symbols and alphabetic scripts, a total of 42 characters

Rationale: To add to ISO/IEC 10646-1 small number of characters that were missing from existing collections as follows:

26 Bopomofo characters, 2 Latin characters, 8 Canadian Aboriginal Syllabic characters, 1 currency sign for Laos, and 5 miscellaneous symbols.

Title: ISO/IEC 10646-1 Amendment 24: Thaana Script

Scope: A set of 49 character names, code positions, and typical graphic symbols, for the Thaana script.

 Rationale: To add to ISO/IEC 10646-1 the Thaana script. This script is used by a population of one quarter million people in the Maldive Islands in the Indian Ocean.

Title: ISO/IEC 10646-1 Amendment 25: Khmer Script

Scope: A set of 103 character names, code positions, and typical graphic symbols, for the Khmer script.

Rationale: To add to ISO/IEC 10646-1 the Khmer script. This script is in use by a population of about 8 million people in Cambodia.

Title: ISO/IEC 10646-1 Amendment 26: Burmese Script

Scope: A set of 84 character names, code positions, and typical graphic symbols, for the Burmese script.

Rationale: To add to ISO/IEC 10646-1 the Burmese script. This script is in use by a population of about 40 million people in Burma.

Title: ISO/IEC 10646-1 Amendment 27: Syriac Script

Scope: A set of 73 character names, code positions, and typical graphic symbols, for the Syriac script.

Rationale: To add to ISO/IEC 10646-1 the Syriac script. This script is in use by a population of several million people, in the Middle East and in Southeast India and elsewhere.

 Title: ISO/IEC 10646-1 Amendment 28: Ideographic Description Sequences

 Scope: A set of 12 character names, code positions, and typical graphic symbols, for use in describing ideographs not already coded in ISO/IEC 10646.

Rationale: To provide a method for users to enter ideographs into information technology systems when those ideographs do not yet have explicit coding assignments. This is needed because many thousands of ideographs and variants are in use, which are encountered very rarely.

1.2 Subdivision of Project JTC 1.02.20 for A new part of ISO/IEC 8859: 8-bit single-byte coded graphic character sets (SC 2 Authorization: SC 2 N 2994, Resolution M08.19)

Proposed Project No. JTC 1.02.20.15

Title: ISO/IEC 8859-15, 8-bit single-byte coded graphic character sets, Part 15: Latin alphabet No. 9

Rationale: To cover the Euro symbol and full support for the French and Finish Language

Project: JTC 1.02.18.02: ISO/IEC 10646-2, Universal Multiple-Octet Coded Character set (UCS) -- Coded Character Set (UCS) - Part 2: CJK Unified, Ideographs Supplementary plane, General Scripts and Symbols Plane, General Purpose Plane
(SC 2 Authorization: Resolution M08.15)

New Scope:
This new part will specify additional planes allowing the definition of an additional set of graphic characters beyond the Basic Multilingual Plane (BMP) already covered by the part 1. The part will describe three planes, the CJK Unified Ideographs Supplementary Plane (UISP), the General Scripts and Symbols Plane (GSP) and the General Purpose Plane (GPP). The plane descriptions concerning the UISP and GSP will contain the graphic character names, coded representation and informative shapes. Graphic characters already encoded in Part 1 are not to be duplicated in these two new supplementary planes. On the other hand, the GPP plane will only contain non-graphic character names; therefore it will not contain informative shapes.

Original Scope:
