The following 14 national bodies, and 7 liaison organizations were represented when the following resolutions were discussed and adopted:
Canada, China, Denmark, Finland, Greece, Iceland, Ireland, Netherlands, Japan, Poland, Sweden, and USA, JTC 1/WG 5, SC 22, SC 32, Unicode, AFII, CEN/TC 304 and GSE. France by proxy on 8859-15; UK by proxy.
JTC 1 Matters:
RESOLUTION M08.01: Response to CAW Recommendations
With reference to CAW Recommendation 1 (Technical Direction) and 4 (Placement of SC 2, JTC 1/WG 5 and SC 22/WG 20) contained in JTC 1 N 5219 (SC 2 N 3027), SC 2 recommends to JTC 1 that the proposed Technical Direction consist of a single SC with a scope reflecting cultural adaptability requirements.
Further, SC 2 endorses CAW Recommendation 2 (Process), 5 (Response to CALS), and 6 (Responsibility and Visibility) and SC 2 endorses Recommendation 3 (Elaborations) in principle.
RESOLUTION M08.02: Publication of SC 2 Standards on the web
With reference to Resolution 32 of the JTC 1 Ottawa Plenary (JTC 1 N 5018) and JTC 1 N 5165 (SC 2 N 3019), SC 2 proposes free access of the standards including all their published parts, amendments and corrigenda listed below since SC 2 standards are the basis for all the IT Technologies, being referenced by many Internet standards and used by almost all Internet users everyday.

Further, SC 2 requests JTC 1 to seek the approval of ISO Council to post the following standard on the web in addition to the above mentioned standards:

SC 2 recommends to JTC 1 in response to the five year periodical review as follows:
RESOLUTION M08.04: Transfer of OCR-B Reference Material
SC 2 instructs its Secretariat to ask ECMA and NIST to transfer OCR Reference Materials to SC 2 Secretariat for archival purpose. SC 2 Secretariat is further instructed to maintain the archive until a suitable organization will take the responsibility.
SC 2 accepts the WG 2 proposal for the subrepertoire registration as collection identifiers contained in SC 2 N 3057 and accepts the WG 3 recommendation M13.12 to cancel the revision of ISO 7350.
RESOLUTION M08.06: Registration Practice
SC 2 instructs the Registration Authority to propose revision of Practice of Registration with the assistance from Denmark, Sweden, Ireland and Greece. SC 2 invites Ireland to draft a document addressing potential changes to related SC 2 Standards with the purpose to align the layout of registrations with that of 8859 standards.
SC 2 welcomes the offer from the Registration Authority to publish ISO IR on the Web. SC 2 also notes that the official mirror site of ISO IR will be in Denmark at dkuug.
With reference to WG 3 Resolution M13.11 (SC 2 N 3072 R), SC 2 instructs its Secretariat to conduct a DCOR Letter ballot to change the name and address of the registration authority from ECMA to IPSJ/ITSCJ.
RESOLUTION M08.09: Progression of DTR 15285 on Character Glyph Model
SC 2 approves the disposition of comments on DTR 15285 proposed by WG 2 (SC 2 N 3049). SC 2 instructs its Secretariat to forward the revised text prepared by Project editors to ITTF for publication.
SC 2 approves the disposition of comments on DCOR 2 to 106461-1 proposed by WG 2 (SC 2 N 3051). SC 2 instructs its Secretariat to forward the revised text prepared by Project Editor to ITTF for publication.
SC 2 approves the disposition of comments on FPDAMs 13, 16, 19 and 20 proposed by WG 2 (SC 2 N 3053, N 3054, N 3055, N 3056). SC 2 instructs its Secretariat to forward the revised texts prepared by Project Editor to ITTF for a two-month FDAM ballot.
SC 2 approves the recommendation from WG 2 on the further processing of this project and instructs its secretariat to conduct a combined PDAM registration and FPDAM consideration letter ballot upon receipt of the text from the project editor.
SC 2 approves the following subdivision proposals of Project 02.18.01 contained in SC 2 N 3062 and instructs its secretariat to forward these proposals to JTC 1 for endorsement.

SC 2 approves the progression of the proposed subprojects as follows:

SC 2 accepts the recommendation from WG 2 and approves the updated scope of 10646 Part 2 contained in SC 2 N 3058. SC 2 instructs its Secretariat to forward this new scope to JTC 1 for endorsement.
SC 2 instructs its Secretariat to register WG 2 N 1717 as the first Working Draft of this project and to circulate it to the SC 2 national bodies for review and comment together with WG 2 N 1670.
RESOLUTION M08.17: Further processing of DIS 8859-2, 3, 5, 6, 8, 9, 14
SC 2 approves the disposition of comments on the following DISs proposed by WG 3:

DIS 8859-3 - Latin 3 (SC 2 N 3066)
DIS 8859-5 - Latin/Cyrillic (SC 2 N 3074)
DIS 8859-6 - Latin/Arabic (SC 2 N 3075)
DIS 8859-8 - Latin/Hebrew (SC 2 N 3069)
DIS 8859-9 - Latin 5 (SC 2 N 3076)
DIS 8859-14 - Latin 8 (Celtic) (SC 2 N 3070)
SC 2 endorses the recommendation of WG 3 and instructs its Secretariat to submit the final texts to ITTF for publication as soon as these texts are available from the WG 3 Convenor.
SC 2 appreciates WG 3 for their review of the disposition of comments on DIS 8859-13 submitted by Project Editor (SC 2 N 3035) and approves the revised disposition of comments contained in SC 2 N 3074. SC 2 instructs its Secretariat to submit new final text to ITTF for publication as soon as the text is available from the WG 3 Convener.
SC 2 reviewed the disposition of comments proposed by WG 3 contained in SC 2 N 3071 and recommends its Secretariat to forward the revised text of FCD to a FDIS ballot as soon as text is available from the WG 3 Convener, in consultation with the ITTF. SC 2 Secretariat is requested to inform the SC 2 members of the results of communication with the ITTF.
With reference to WG 3 Resolution M13. 07 (N 3072 R), SC 2 approves the recommendation from WG 3 and instructs its secretariat to conduct a combined CD registration and consideration ballot upon receipt of a revised text prepared by the Project editor and sent to the SC 2 Secretariat via the WG 3 Convener, after six week consultation within WG 3.
SC 2 accepts WG 3 Resolution M13.09 on Combining Characters.
RESOLUTION M08.23: Target Dates
SC 2 approves the target dates proposed by WG 2 and WG 3 contained
in SC 2 N 3048 R and N 3072 R respectively and instructs its secretariat
to modify its Programme of Work accordingly.
RESOLUTION M08.23: Cancellation of Liaison
SC 2 reviewed its Liaison activities and confirms that the liaison
relationship with the following organizations is not needed anymore. SC
2 instructs its Secretariat to take necessary action for cancellation.

RESOLUTION M08.24: Creation of Contributing Editor Position
SC 2 endorses WG 2 recommendation to create a formal position for a "Contribution Editor" in SC 2 whose primary responsibility is to assist a project editor in the preparation of SC 2 documents, in recognition of their extensive contribution to the progress of work in the WGs. A contributing editor cannot submit documents directly to SC 2 and ITTF.

RESOLUTION M08.30: Advisory Group
SC 2 approves the establishment of an advisory group in response to the JTC 1 re-engineering activities. SC 2 approves the following tentative meeting schedule.

Note: If there is no urgent action item from the JTC 1 Sendai meeting, this meeting will not be convened.

SC 2 further extends its thanks to Microsoft Corporation and the Unicode Consortium for their kind hospitality.
