Resolution 20000621-01 – Participation in JTC 1’s Development Activities
1. The JTC 1 Special Group on Strategic Planning requests the JTC 1 Secretariat to send out the following proposition for a 60-day JTC 1 Letter Ballot:
“JTC 1 establishes a trial new participation mode, subject to ISO and IEC approval, for use by JTC 1 SCs that wish to try it. The description of the trial together with its associated duties and obligations is in Attachment A.“
2. In anticipation of this proposal being adopted by JTC 1, the JTC 1 Special Group on Strategic Planning requests the JTC 1 Secretariat to issue a request to JTC 1 National Bodies and SCs for suggestions on how to deal with SC voting issues and membership criteria in the new participation mode. Such contributions should be received by JTC 1 in time for consideration at its November, 2000 Plenary in developing the operating rules for this mode of participation.

Resolution 20000621-02 – Proposed changes to JTC 1 Structure
The JTC 1 Special Group on Strategic Planning proposes that JTC 1 adopt a simplified structure to improve the timeliness of development and approval of IT standards. In concept the structure has two components, an Executive Group and a number of Technical Groups. Membership in the Executive Group is restricted to National Bodies. Membership in Technical Groups is open to National Bodies and liaisons, and to interested bodies if the Technical Group chooses to operate under the new participation mode (assuming that it is adopted by JTC 1). Each Technical Group will establish its internal structure as appropriate to its work. Examples of such structure could be Technical Groups with working groups, or Technical Groups with projects instead of working groups.
The major responsibilities of the Executive Group (similar to JTC 1 today) are:
- Management of the overall JTC 1 program of work
- Creation, approval and closure of technical groups and their associated scopes
- Approval of DIS/FDIS and all managerial and policy decisions
- Evaluation of the progress of the technical groups
- The establishment of liaisons with ISO and IEC groups outside of JTC 1
The major responsibilities of a Technical Group are:
- Management of its technical program of work
- Creation and approval of project proposals within its scope
- Approval of all technical documents through FCD level
- Establishment of liaisons with other JTC 1 Technical Groups
- Submission of an annual report
It is anticipated that either SCs will be transformed into Technical Groups or a cluster of SCs within the same Technical Direction will be merged into a Technical Group.
The JTC 1 Special Group on Strategic Planning requests the JTC 1 Secretariat to add a break out session to the JTC 1 Plenary in Tromsø. In preparation for this break out session, the JTC 1 Secretariat is asked to seek NB and SC inputs to progress the two tier structure. Such contributions should address:
- Two stage voting process
- Freedom of SCs to operate autonomously
- The operation of Technical Directions
- Other various implementation issues

Resolution 20000621-03 – Funding the JTC 1 Program
The JTC 1 Special Group on Strategic Planning believes that JTC 1 should consider developing new funding methods, in particular with respect to the new participation mode. The JTC 1 Special Group on Strategic Planning requests the JTC 1 Secretariat to invite JTC 1 National Bodies and SCs to submit proposals on this issue. Any new funding contribution must take into account that the Secretariats will continue to be held by National Bodies.
Examples of analysis of expenses on Secretariat work with focus on IT utilization are available in JTC 1 N6177 (Japan) and N6180 (Canada) for reference.

Resolution 20000621-04 – Subcontracting
The JTC 1 Special Group on Strategic Planning recommends that JTC 1 adopt the following Resolution on Subcontracting:
“JTC 1 reminds its SCs that the facilities available to them for development of standards permit a form of subcontracting. Specifically, an SC may approve an NP, delegate (with the approval of JTC 1) CD development to an organization external to JTC 1, and approve the corresponding FCD.”

Resolution 20000621-05 – Maintenance Teams
The JTC 1 Special Group on Strategic Planning requests that the JTC 1 Secretariat invite National Body and Subcommittee comments relating to Maintenance Teams on the contributions by Ireland in JTC 1 N 5911 and N 6182. These documents among other things propose the establishment of Maintenance Teams replacing the current systematic five-year review of standards by a more flexible approach. JTC 1 notes that IEC has recently installed a similar mechanism. Comments should, among other things, address the practicalities of such an approach.

Resolution 20000621-06 – JTC 1 Long-term Business Plan
The JTC 1 Special Group on Strategic Planning recognizes that some of the new approaches that JTC 1 is currently considering, such as direct participation, new funding mechanisms, standards availability, etc. may have significant implications for the future direction of JTC 1.
Several contributions have already been received from National Bodies that address explicitly or implicitly elements of such a plan, such as N 5959 (Germany), N 6182 (Ireland), N 6057 (Canada).
The JTC 1 Special Group on Strategic Planning recognizes that the drafting of such a plan requires new, innovative thinking, and therefore requests that the JTC 1 Secretariat conduct a 60-day JTC 1 Letter Ballot on the following three propositions:
“JTC 1 will establish a long-term business plan that addresses, among other things, its vision and future direction, its products and customers, and the implementation of such plan in terms of measures, procedural and structural changes.
“JTC 1 will convene a three day meeting no later than Q2/2001 to which one representative of each P-member, SC and A-liaison body be invited. This meeting will be led by external professional facilitators. Funding of these facilitators will be obtained by levying a participation fee for the meeting and, if available, from additional sponsors. The result of such meeting will be submitted to JTC 1 for approval by a 60-day JTC 1 Letter Ballot.
“For the preparation of the three day meeting, JTC 1 establishes a small ad-hoc business planning group of no more than 5 persons, selected and preferably chaired by the JTC 1 chairman. This group should operate electronically where practical. Nominations for participation in the group should be submitted together with the letter ballot response.”

Resolution 20000621-07 – Acknowledgement of Host
The JTC 1 Special Group on Strategic Planning warmly thanks ECMA on behalf of SNV for hosting the meeting of June 19-21, 2000 and in particular extends its thanks to Jan van den Beld of ECMA International and Gaby da Costa of SNV for the extremely friendly and efficient organization and support of the meeting and for the delightful reception and dinner in flawless weather on Monday evening.

Attachment A to Resolution 20000621-01 – Participation in JTC 1’s Development Activities
1. Establishment of the trial: JTC 1 establishes a trial experimental mode of operation for participation in SCs. This new mode is optional and will only be invoked for those SCs that apply to the JTC 1 Secretariat to participate in the trial and that are approved for such participation by JTC 1.
2. SC involvement in the trial: SCs interested in participating in the trial must apply to the JTC 1 Secretariat. The application for participation must state the scope of the trial within the SC; an SC may choose to adopt the trial mode of operation for a specific project or projects, for one or more of its working groups, or for the entire SC. The Secretariat will conduct a JTC 1 Letter Ballot to determine if JTC 1 authorizes the trial mode of operation for that SC. Applications must be submitted prior to the JTC 1 2002 Plenary.
3. Membership in SCs by interested bodies: Any interested body that wishes to participate and vote in the technical work of an SC using the trial mode shall apply to the SC Secretariat to become a member of that SC, and for its representatives to attend meetings of the group. The exact process for interested body acceptance in SCs utilizing the new participation model will be determined by JTC 1 prior to the initiation of the trial.
4. Membership fees: A membership fee will be charged for the new “interested body” participants, although this may be waived for an introductory period. National Body representatives and liaisons will not be charged a membership fee. Subsequent JTC 1 resolutions will determine the length of this introductory period and the membership fee amount.
5. Consensus and voting: Consistent with ISO/IEC Directives, agreement within a Working Group or SC will continue to be on a consensus basis as determined by the convenor or chairman. In the event that a vote is necessary to determine the views of the group in a clear fashion, this will be accomplished on a “one body, one vote” basis, including voting through FCDs. The exact rules for voting and interested body participation in SCs utilizing the new participation model will be determined by JTC 1 prior to the initiation of the trial.
6. Dispute resolution: Any disputes during the operation of the trial shall be referred to the JTC 1 Secretariat and Chairman for resolution, including if necessary a JTC 1 Letter Ballot.
7. Review of trial: It is JTC 1’s intention to review the trial at the JTC 1 2002 Plenary. Should the trial prove to be successful, JTC 1 will seek ISO and IEC approval to extend this or a suitably modified version based on National Body, SC and interested body comments into the normal mode of JTC 1 operation. At the point of adoption of such changes to JTC 1’s mode of operation, these changes will be applied to all ongoing work initiated under the trial.
