Resolution 05-01: Free Availability of ISO/IEC JTC 1 Standards

 

JTC 1/SC 22 instructs its Secretariat to compile a list of all standards previously requested by JTC 1/SC 22 for free availability.

 

JTC 1/SC 22 instructs its Chair to work directly with ITTF to ensure that all JTC 1/SC 22 standards on this list are included in the list of freely available JTC 1 standards on the ITTF website.

 

Noting that this is not the first time this request has been made, JTC 1/SC 22 instructs its Chair to request that the web pages for each of the JTC 1/SC 22 standards on that list on the ISO On-Line Store site describing all standards approved for free availability clearly state that there is no charge for electronically downloadable versions.

Resolution 05-03: Modifications to the JTC 1/SC 22 Programme of Work

 

JTC 1/SC 22 approves the following changes to the JTC 1/SC 22 Programme of Work:

  • A one year extension for
    • ISO/IEC TR 24732, Extensions for the Programming Language C to Support Decimal Floating-Point Arithmetic, and
    • ISO/IEC TR 24733, Extensions for the Programming Language C++ to Support Decimal Floating-Point Arithmetic,

due to the delay in the completion of the revision of IEEE 754, Standard for Floating-Point Arithmetic.

  • A title change to ISO/IEC 24731 from “Specifications for Secure C Library Functions” to “Extension to the C Library – Part 1: Bounds Checking Interfaces” in response to National Body comments on CD registration ballot.

 

JTC 1/SC 22 instructs its Secretariat to inform JTC 1 of these modifications to the JTC 1/SC 22 Programme of Work.

Resolution 05-04: Withdrawal of JTC 1/SC 22 Standards and Technical Reports

 

JTC 1/SC 22 agrees that the following JTC 1/SC 22 Standards and Technical Reports be withdrawn:

  • ISO/IEC 15068-2: 1990, POSIX system administration – Software administration
  • ISO/IEC TR 14252: 1996, Guide to POSIX open systems environments
  • ISO/IEC 14515-2: 2004, Shell and utility test methods

Resolution 05-05: Withdrawal of ISO/IEC 13814: 1998, Generic Package of Complex Elementary Functions in Ada

 

JTC 1/SC 22, noting JTC 1/SC 22 Resolution 01-07 and that this withdrawal request has not been completed and that this standard is listed as confirmed on the ISO website, requests that the withdrawal of ISO/IEC 13814: 1998 be implemented.

Resolution 05-06: Document Submission to ITTF

 

JTC 1/SC 22 notes that its project editors have been having substantial problems with the publication process.  For example, in a number of recent publications, internal bookmarks were removed, rendering the documents difficult to navigate. 

 

JTC 1/SC 22 instructs its Secretariat to request the ITTF to allow the following mode of processing to be applied at the request of the project editor before publication of a JTC 1/SC 22 standard, TR, or corrigendum.

1.         The project editor sends the approved format file (currently PDF) together with any additional source files necessary for ITTF to note and verify changes.

2.         The ITTF lists the changes it requires.

3.         The project editor constructs a new approved format and source files and sends them.

4.         Steps 2. and 3. are repeated until no changes are needed.

The purpose of this procedure is to improve the quality of the final document.

Resolution 05-07: Communication with the President of IEEE Standards Association  

 

JTC 1/SC 22 instructs its Chair to communicate the concerns of JTC 1/SC 22/WG 4 (COBOL), JTC 1/SC 22/WG 11 (Language Bindings), JTC 1/SC 22/WG 14 (C) and JTC 1/SC 22/WG 21 (C++) regarding the delay of the work on the revision of IEEE 754, emphasizing that a number of JTC 1/SC 22 projects have been delayed because they rely on this work.

Resolution 05-08: Revision of IEEE 754 Standard for Floating-Point Arithmetic

 

JTC 1/SC 22 instructs the Convener of JTC 1/SC 22/WG 4 (COBOL) to contact all JTC 1/SC 22 Working Group Conveners to request their input regarding requirements for the decimal floating-point work of the IEEE 754 Working Group.  The Convener is instructed to prepare a paper detailing these requirements and to submit this paper to the JTC 1/SC 22 Secretariat for distribution to JTC 1/SC 22 for information.

Resolution 05-10: Organizational Representative to the Austin Joint Working Group

Further, JTC 1/SC 22 instructs the OR to ensure that all issues of inter-working-group representation with respect to the Austin Joint Working Group be addressed by the OR.

Resolution 05-12: ISO/IEC TR 24715, Technical Report on the Conflicts Between the ISO/IEC 9945 (POSIX) Standard and the Linux Standard Base Specification

 

JTC 1/SC 22 authorizes its Secretariat to submit the text of TR 24715 to JTC 1 for DTR balloting upon receipt of the TR text (after the transmission of ISO/IEC 23360, Linux Standard Base Core Specification, to ITTF for final processing) from the Project Editor.

Resolution 05-13: Transition to Live Link

 

JTC 1/SC 22 notes that the transition of the committee's website and documents to Live Link are causing difficulties for some members.  (In particular, several members have experienced browser compatibility issues.)   Therefore, because the new system is not fully understood and the browser issues are not resolved, JTC 1/SC 22 authorizes Keld Simonsen to continue to maintain the current JTC 1/SC 22 website and document repository, mirroring all documents appropriate to the subcommittee until the 2006 Plenary. Further, JTC 1/SC 22 notes that its Working Groups are not required to use Live Link unless they so desire, and may continue to maintain their own websites and document repositories.

 

JTC 1/SC 22 thanks Mr. Simonsen for his maintenance of the JTC 1/SC 22 website.

Resolution 05-14: JTC 1/SC 22 N3913, NP Ballot on Guidance to Avoiding Vulnerabilities in Programming Languages through Language Selection and Use

 

JTC 1/SC 22 notes that the “No” votes of the UK on Questions 1 and 2 are changed to "Yes" due to resolution of the concern noted in their ballot; and that final disposition of the NP is not yet possible pending clarification of the vote of one National Body.

 

To deal with any necessary work, JTC 1/SC 22 creates an Other Working Group on Vulnerability (OWG: Vulnerabilities), in accordance with sub-clause 2.6.2 of the JTC 1 Directives, with the following terms of reference:

·        Definition of the task: Using the statement of scope previously provided in JTC 1/SC 22 N3913, create an initial draft document and, if necessary, a revised New Work Item Proposal.

·        Time frame: Submit the materials by the next plenary meeting of JTC 1/SC 22.

·        Membership: Open to all JTC 1/SC 22 P and O members, liaison organizations, and subgroup representatives. 

·        Convener: James W. Moore (US).

·        Administrative Support: The MITRE Corporation.

·        Meetings: Continued operation by email and website collaboration pending invitations by working groups to co-locate meetings. 

JTC 1/SC 22 instructs working groups to work with OWG: Vulnerabilities to co-locate meetings on this topic as appropriate.

Resolution 05-15: Grammar Engineering Project

 

JTC 1/SC 22 notes “Grammar Engineering” is a project being run from the Free University of Amsterdam that is of relevance for existing and future JTC 1/SC 22 projects. JTC 1/SC 22 instructs its subgroups and project editors to:

  • review this work, available from http://www.cs.vu.nl/grammars/browsable and discussed in JTC 1/SC 22 N3977;
  • investigate areas for co-operation; and
  • report at the 2006 JTC 1/SC 22 Plenary upon progress made and issues found.

Resolution 05-16: Packaging of POSIX Standard Series

 

JTC 1/SC 22 notes that the ISO/IEC 9945 standard series is intended to be used as a single specification.

JTC 1/SC 22, noting the following:

  • the delay of the publication of ISO/IEC TR 19767:2005, Programming languages – Fortran - Enhanced Module Facilities

 

expresses its frustration with the continued delays in starting ballots and in publishing documents.  Not only is this undesirable, it is also discouraging to any WG that has done work in a timely manner.  JTC 1/SC 22 instructs its Chair to raise this matter at the JTC 1 Plenary and to speak to the ITTF about these concerns.

Resolution 05-26: Appreciation: Translation of JTC 1 Standards

 

JTC 1/SC 22 recognizes that translation of its standards into a spoken language other than English has led to substantial improvements in the English version. JTC 1/SC 22 particularly wishes to thank Japan, Canada and France for their substantial contributions in this respect.  JTC 1/SC 22 requests its Chair to report this to JTC 1.

Resolution 05-27: Standards Education

 

JTC 1/SC 22 instructs its Chair to request JTC 1’s support for further work on standards education following up on the work to occur in February 2006 in a workshop in Japan on standards education (as referenced in JTC 1/SC 22 N3857). 

 

JTC 1/SC 22 further instructs its Chair to request that JTC 1 provide its standards at no or nominal cost to students and teachers for educational purposes.

Resolution 05-28: ISO Advisory Group on Security

 

JTC 1/SC 22 requests its Chair to inform JTC 1 of JTC 1/SC 22’s concerns with regard to the Final Report of the ISO Advisory Group on Security (JTC 1/SC 22 N3942).  Specifically:

  • The final report does not seem to address the full breadth of JTC 1's involvement in security
  • JTC 1 should directly involve itself in the preparation of the proposed security guide.
  • JTC 1/SC 22 is already involved in Security and Vulnerability issues. For example the projects on Programming Language Vulnerabilities initiated by James W. Moore and discussed by JTC 1/SC 22 at its September 2005 plenary.
  • Because JTC 1/SC 27's scope specifically excludes mechanisms, it overlooks the role that JTC 1/SC 22 can provide through language and environment support.

JTC 1's report on security should note JTC 1/SC 22's actions in this area.

Resolution 05-30a: Cancellation of the Revision ISO/IEC 15897, Procedure for the Registration of Cultural Elements

 

JTC 1/SC 22 cancels the revision of ISO/IEC 15897, and instructs its Secretariat to inform ITTF of this decision.

 

This resolution will be letter balloted at the request of Canada.

 

Resolution 05-30b: Progression of the Revision of ISO/IEC 15897, Procedure for the Registration of Cultural Elements

 

Should the text for the FDIS ballot of ISO/IEC 15897 be submitted to the JTC 1/SC 22 Secretariat by 31 October 2005, JTC 1/SC 22 instructs its Secretariat to submit this text to ITTF for FDIS balloting.  If this text is received after 31 October 2005, JTC 1/SC 22 instructs its Secretariat to circulate the text only to JTC 1/SC 22 for information. 

 

Should the letter ballot for the approval for Resolution 05-30a fails, a letter ballot for this resolution will be issued.

JTC 1/SC 22 encourages national bodies and liaison organizations to volunteer to host future JTC 1/SC 22 Plenaries.

Resolution 05-36: Vocabulary

 

JTC 1/SC 22 notes with gratitude the work undertaken by Roger Scowen and the Canadian Translation Bureau with regard to vocabulary, and understands the magnitude of that undertaking. JTC 1/SC 22 recommends that work continue to identify a suitable home for a vocabulary database, noting especially the offers and suggestions from several national bodies and liaison organizations, and invites proposals for JTC 1/SC 22’s consideration at the 2006 Plenary.

 

JTC 1/SC 22 instructs its Chair to inform JTC 1 that the terminology exercise between JTC 1/SC 22 and the Canadian Translation Bureau has shown

1.        Collecting existing definitions from current standards is sometimes a trivial exercise and sometimes labour intensive.

2.        Review and translation by experts (e.g., the Canadian Translation Bureau) discloses inconsistencies, ambiguities, and unnecessary diversity.

3.        Removing the deficiencies is an exercise for which manpower is probably not available.

4.        The results, a descriptive definition of (specialized) usage, are nevertheless valuable to many people.

JTC 1/SC 22 believes that the exercise is worthwhile and that volunteers will come forward if they realize that the results will be freely available.

Resolution 05-37: Readability of JTC 1 Documents

 

JTC 1/SC 22 recommends that the JTC 1 Directives should include a general instruction that all JTC 1 documents be written with due regard to their intended readership.  In particular, readers often need a table defining acronyms and a reference to a suitable dictionary of terms. 

 

JTC 1/SC 22 recommends that when a group circulates the results of its work widely (e.g., JTC 1/SC 22 N3940, “JTC 1 N 7824 Web Services Study Group Meeting Report”), that group should provide an introduction or background section.

JTC 1/SC 22 requests its Secretariat to forward the documents (JTC 1/SC 22 N3892, JTC 1/SC 22 N3893, JTC 1/SC 22 N3894)on which the presentations by Dr. Tineke Egyedi were based to JTC 1 for information.

Resolution 05-39: Naming of Other Working Groups

 

JTC 1/SC 22 resolves that "OWG: <function name>" be the naming convention for future OWG's in JTC 1/SC 22.

Resolution 05-40: JTC 1 Directives Feedback

 

JTC 1/SC 22 notes the following concerns regarding the JTC 1 Directives:

 

  • the requirement for unanimous consent for conducting teleconferences may encourage obstruction,
  • the applicability of teleconferencing exclusively to OWGs prohibits its use in other areas that could benefit significantly

 

JTC 1/SC 22 instructs its Chair to request that JTC 1 consider these concerns in the forthcoming revisions of the Directives.

 

JTC 1/SC 22 makes effective use of electronic media and would be willing to consider being a test case for implementation of a broader policy.
