I am going to make another attempt to establish a procedure
that provides reasonable access to electronic versions of F90,
not just for "official" work, but for those who are doing
compiler development, authoring books, etc.  I am proposing
sending this letter simultaneously to Jean Paul Emard at ANSI
and M. A. Smith at ISO.  

Before I send it, I would like to find out if any of you have
opinions about this or suggested changes.  X3J3 may want to go
on record as favoring or opposing such distribution of the
document.  If there is reason to do so, we could discuss this
at the X3J3 meeting on Nov. 12th; I would like to hear the
discussion of POSIX .9 work that is scheduled that day as well.

Please either send me your comments or post them publicly.

Now that Fortran 90 is an international standard,
requests are being received to provide individuals and organizations
with electronic versions of the standard.
Some of these requests involve permission 
to distribute some electronic form of the standard
with copies of commercial software, in return for payment of
appropriate royalties.

The following proposal addresses this need in a business-like manner
and resolves potential copyright issues.

A procedure is established whereby Unicomp, Inc. distributes
electronic versions of the Fortran 90 standard, in a manner
analogous to the arrangement with Global Engineering for
distributing ANSI paper documents.  Electronic versions will 
be made available at no charge for purposes of conducting ISO/ANSI
business, such as maintaining and interpreting Fortran 90 and
developing the next standard.  For other purposes, an appropriate
charge and/or royalty will be levied for each copy, as per
arrangements with ISO and ANSI.

Copies of the elctronic versions of the standard will be made 
available on 9-track tapes, 1/4" cartridge tapes, and floppy disks.
The electronic versions can be in various formats (source text, ascii, 
postscript, etc) and additional formats can be considered.
(For example there have been a number of requests for
a version of the document with line numbers.)

If such an arrangement proves effective for distributing electronic
version of the Fortran 90 standard, this service could be expanded
to other ISO and ANSI documents.

It is the intent of this proposal to make the electronic version
of the Fortran 90 standard readily available to those needing it
for standards work and, for a reasonable fee, to others. 
If there is interest in such an arrangement, we should get
together to discuss it further and work out the specific details.
