These aren't exactly equivalent, because of the date.  Subtracting 12 might
put me on the same day or the previous day, but never on the next day.
Adding 12 might put me on the same day or the next day, but never on the
previous day.  So I would think it would depend on where the International
Date Line is relative to Siberia and UTC.

Seems like it might need to be -1200 to +1200.

Or maybe I'm all confused...
