Eastern Siberia is 12 hours ahead of UTC, while Western Alaska is
11 hours behind.

The DATA_AND_TIME intrinsic defines ZONE as the time difference with
respect to UTC.  The difference between 0 and 12 is either +12 or -12,
the difference between 0 and 11 is either +11 or -11; it all depends
on your point of view.

Should I be in Siberia, I have to add 12 to UTC to get local time.
Should I be in Siberia, I have to subtract 12 from local time to get UTC.

Is the range of values for ZONE -1100 to +1200
                             or -1200 to +1100 ?
