In view of Lawrie's response to my public vote, I have decided to withdraw my
requested change of name of CHAR to CHARACTER. I confess to not 
appreciating just how hot a potato this one obviously is. I am sending
a revised vote to Jeanne.

My other technical comments are minor, and Lawrie does not disagree with
them. Perhaps they are really editorial. I called them technical
since they could affect implementations.

I do not want to discuss the details of the edits here. I would not
want to insist on all my suggestions being implemented. However,
implementing a significant proportion of them is more than is
reasonable during the DIS stage, and would lead to a much better
document (in my opinion). So my vote is still NO. I hope that it
will be regarded as a 'friendly' NO. I just feel that another editorial
revision is needed to implement the decision to use the 1539 format to
full advantage.
