In the light of the WG5 letter ballot on what should be done as a result
of the first formal CD ballot comments, I propose to take the following
actions to prepare a second CD. I hope as a result to have a revised 
document for consideration in July. 
N.B. I have also taken account of the UK country
vote which did not manage to get to Jeanne by the time she sent out her
summary of the ballot results. The revised country vote is included in parens.
1. The document will be re-numbered as ISO/IEC 1539-2 : 1994 and referred
   to as the second part of the the multi-part Fortran family of standards.
   (1-3)
2. INIT and FREE procedures will not be added.
   (1_3)
3. No action required.
4. The input/output procedures will be renamed to have the generic names
   GET, PUT, PUT_LINE
   (I find it difficult to interpret the country votes relating to this
    question. Individual votes favour the above so I have implemented
    that. This is editorially a simple change and could be modified again
    if necessary.)
5. The GET procedures will be simplified to be EoR terminated.
   (1-1 but individual vote 15-8 in favour)
6. The SPLIT procedure has been added.
   (1-1 but individual vote 15-7 in favour)
7. An IOSTAT failure will be added that is caused if the result cannot be
   returned because of an allocate error.
   (3-1)
8. A length argument will not be added to VAR_STR.
   (1-2)
9. The name CHAR will be retained for the relevant conversion procedure.
   (3-1)
10.No action required.
11.The style of description will not be altered to adopt the format of section
   13 of the main language standard. However, the description of INDEX in
   particular will be re-drafted to make the explanation clearer.
