I think it would be a good idea for these to get a public airing in
Fortran Forum, but only as DRAFT proposals. X3J3 may have considered them
and voted on them but they have not been seen by wg5 nor by SC22.
The standard that is clarified by these is ultimately ISO 1539 : 1991
and this is formally a case of X3J3 "proposes" WG5, or rather SC22
"disposes". Until the latter has rubber-stamped the proposed interpretations
they can only be drafts. I suspect formally even in purely US national
terms X3 has to have its last word before draft can be removed.
