I am pleased to tell you that the ballot on the modules TR has commenced. It is 
a three-month Registration and Approval Letter Ballot, terminating on 23 March.
The document is located at

and is identical to N1581 except that change bars from N1580 are omitted.
As for the FCD on Fortran 2003, voting is through national bodies.

We will be able to consider the comments on both Fortran 2003 and this extension 
  at our meeting in May. This will mean, for example, that we can coordinate our 
response to the problem that emerged during the WG5 ballot on the TR in respect 
of a user writing a submodule with a procedure that accesses private or 
protected data and invoking it via its binding label.
