The problem appears to have arisen because when we started out on
this exercise the varying string standard was designated as an addendum
This was interpreted by us as meaning what it normally does in English
"in addition to". Somewhere along the line I dont know where it became
an amendment which again means "a change to". The whole point of this standard
is that it is NOT a change to it is an addition to the basic Fortran 90 
language capability and what is more one that can be although it does not
have to be written in Fortran 90. The intention of WG5 was that this should
be the model for how other specialised functionalities could be standardised
as additional collateral/auxiliary facilities to the core language. There was
no intent that this or anyother similar standard ever of necessity become 
part of the core language standard document.
The nearest precedent I would suggest is the elementary functions standard
that is additional to Ada. How was that handled? As an amendment, an addendum,
a separate standard, or an additional part?
