Looks legit to me.  I see no restriction against it.  The restriction
against starting continuation lines with ";" doesn't make any sense
to me in the first place, so I don't think you can fall back on
sensibly interpreting it to apply here.  If one wants to try to
use logic to determine what it ought to have said, then I think
you get back to it not applying to continuation lines.  Otherwise,
I think you need to stick to a literal interpretation of exactly
what it says.  The exact words do not restrict against this case,
since the ";" is not the first character of the line.
