For what it's worth, I find the line numbers are extremely efficient
in facilitating changes to the canonical text.  However, they are
fairly useless to grep, and lose their value quickly.  (The line numbers
in documents for meeting 162 are not nearly so helpful in forming a 
picture of what was modified as sections/subsections would be.)
And I don't think it is necessarily a good thing for the standard to
make modifications to the text extremely efficient.
