You pretty much have to - that's how the paragraphs are numbered, not
by page.  There are quite likely to be multiple paragraph 2s on the
same page (and even more cases of multiple paragraph 1s - there are
some pages where every para on the page would be numbered 1; indeed
page 1 has that property).  If you want to give a page number as extra
help, that's ok, but you'll have to specify section numbers.

Syntax tbd, but it has to include at least the option for the full
subclause number.
