I realize it's late -- maybe too late -- to do anything, but if we do nothing now, we're almost certain to need to process an interpretation request later. There are two possibilities. One is to prohibit these things in 8.1.4-5. The other is to say something in 16.4.2.1.3 and 16.5.6.
