I like the Chicago rule: Vote early and often.  Actually, I don't plan to
change my vote on N1573, which is "Yes with comments," but (like Richard)
I might wish to add more comments later.  If I add comments later, I don't
expect my vote to be counted twice.

Yes, with the following comments

[56:12-13] Reformat R451 so as to avoid the 18.8 pt overrun.  This will
simultaneously fix the overrun of the same rule on page 513.  There is also
an overrun at [370:10] that is too innocuous to worry about: it's in the
first column of a two-column table, and the text above and below in the
same column is ragged-right, not right justified.  If we really really
want to fix it, soft-hyphenate CON\-TROL at line 532 in c14.tex.

[162:20] "C815 (R823) The <type-spec> shall specify an extensible type."

[208:23] Append "on any file" after "effect".

[209:22] Append "on any file" after the first "effect".
