WG5,

Congratulations to Richard Maine and J3 on getting the draft FCD ready 
so soon (last week was the only possible time my summer holiday and I 
thought it was safe!). The draft is available from the J3 web site:

I will call it N1573, but the paper on the WG5 site will just point to 
the J3 site. We are now ahead of the Dresden schedule, see Resolution D6 
(in N1548), which anticipated the document being available by mid 
September and the ballot being completed by mid October. I propose that 
we stay ahead by using the month of September for our ballot. The 
deadline for votes will be 9 a.m. UK time on October 1st.

This is a personal ballot. Its aim is to get the FCD as polished as we 
can. All comments will be considered by the subgroup that we used for 
the CD, that is, me, Dan, Richard, and Van. Do not be shy of sending 
comments  before the deadline - the more that come early, the easier our 
job will be. Non-controversial minor edits will be incorporated in the FCD.

If there is anything controversial, WG5 will have to decide on the fly 
how to best to procede. A major controversial issue will delay the 
standard, but it would be better to know about it now than as a surprise 
in a national body NO vote on the FCD itself.
