I received a FAX from Geneva of the normative references in ISO/IEC 9075:1992.
While the binding itself may not take advantage of facilities in Fortran 90
(I don't know, they didn't send me that part of the standard), at least the
references list ISO/IEC 1539:1991.  Perhaps your friend was looking at an
earlier version or was just complaining about the binding.
