WG5,

I have checked with the SC22 secretariat and he tells me that the PDTR 
ballot is indeed 3 months. Therefore, it will be OK for J3 to defer most 
of its consideration of the TR until the November meeting. It should be 
possible to follow this with a WG5 informal ballot and get the document 
to SC22 by the year end. The ballot would then end in early April, and 
we will have the result in time for our May meeting.
