I think this needs study, but basically I would be in strong
agreement with this.

I guess I need to go back and reread the current proposal (or is this
just in the alternative approach?).  Seems to me like
a potential difficulty since every module in a program (in some coding
styles) wants to have a module procedure named "INIT".   
I haven't caught up with my reading so just ignore this comment 
until I read enough to find out whether it's germane.
