Me neither, but it was said in the material I was replacing, so I
kept it in the new material.  I tried to minimize the number of
gratuitious changes that I incorporated as part of this paper,
particularly as I already have one such change perhaps larger than
some people might like (the moving of some material from c5 to c4).
If someone wants to remove that statement, I consider that a separate
issue.

(I also could swear that you were the person who asked the question
that prompted this sentence to be added, and even had an
implementation that didn't act this way...but I could be mistaken.)
