Dear all,

Several people have kindly said that they will look over my new summary,
so I will not mount it on the WG5 server until the end of next week. In
the meantime, it is visible on

All comments will be welcome. I expect to change it in response to your 
comments. The present version has headers of N1507. I will change these 
so that you can see which draft you have. Once it is a WG5 paper, 
changes are against the rules, of course.
