Sorry for deluging wg5 with so many papers right in a row and without
pre-arranging numbers for them, which I probably should have done.
One confusion seems to have resulted from my failure to adequately
co-ordinate this.

N1528 is just an earlier draft of N1529.  They differ only in that
N1529 added 2 edits at the end (and N1528 seems to have gotten a less
informative title).

I'd suggest just ignoring N1528, or perhaps John can delete that paper
and reuse the number for something else.

Certainly don't go to the work of independently reviewing both N1528
and N1529.
