I wasn't around for the last requirements period, so I may make some
incorrect assumptions.  Correct me if I'm wrong.

It is my understanding that we had one giant text document that listed
all of the potential requirements, and that each one had a number for
reference.

So as not to require somebody to assemble that document, can we instead
have a directory in which each document has a number?

A side effect of having a directory is that we could accept the same
file formats as we do for other purposes: text, PostScript and PDF.

The WG5 N-number system wouldn't cater for this, but it would be easy
to set up a new J3 standing "document" that's really a directory.

I think we should do the same thing for interpretation requests.
