The comments received as part of the ballot and otherwise produced by WG5 have to be reviewed by the editor group and proposals for future processing of the CD put to WG5. I am assuming that no one believes CD vs.1 is sufficiently complete or polished to warrant proceeding unchanged to a DIS ballot (I certianly dont). Lawrie
