To X3J3:

The word processing discussion has gone on long enough.  
(It's a bit reminiscent of that mid-fifties jihad between 
assembly language and a paradigm-busting upstart called Fortran. :-)  
Clearly one size will not fit all in this case, so here's what 
we're going to do for the 1995-96 revision.

  (1)  X3J3/editorial will make a fully formatted Frame-readable
       revision document available to all X3J3 and WG5 members 
       in a form that can be processed with available tools on 
       Unix, PCs, and Macs; the X3J3 FTP server will be used to 
       distribute this, along with flat ASCII and postscript versions.

  (2)  X3J3/editorial will be provided with complete Frame 
       capability and will accept material in any form that 
       can be processed by Frame, including:
            - Frame
            - SGML
            - Word
            - MIF (or any SGML/MIF-compatible mark-up language)
            - Wordperfect (apparently that filter is now available)
            - flat ASCII

This does not specify what format X3J3/editorial uses for the document -
X3J3/editorial makes that determination, consistent with policy (1) -
nor does it guarantee that a recipient of the formatted version will be
able to do anything with it (if the requisite tool is not acquired, 
for example).  Policy (2) makes it possible for individuals to prepare
material in pretty much the way they find most effective and gives
X3J3/editorial the capability to utilize that material.  To facilitate 
some degree of consistency in submitted materials, X3J3/editorial may 
choose to publish the details of paragraph/font styles and/or markup 
language macros that will be used in the revision document.
