Keld Simonsen, who runs the various SC22 lists at dkuug.dk, has been
asked continually for several years to look at systems for reducing
spam.  He is supposedly now doing something about it.

The sc22wg5 list contains names of a number of individuals and names of
sub-lists for distribution in member countries (the list can be seen at
ftp://dkuug.dk/JTC1/SC22/WG5/list). 

For the UK sublist the right to send to the list is limited, although
the set of trusties is quite large - about 240 people known to be active
in standards.  It of course contains names of all j3 members and grows
gradually in time.  This at least cuts out spurious mail sent to UK
members of WG5.  If Keld doesn't come up with a solution for the whole
WG5 list, J3 could consider this method for its own list.
