The Japanese Fortran committee discovered that a line (first line of
page 18, before Note 9.1) was omitted from the published version of
ISO/IEC 1539-3 (see N1387, JP-7).

I took this up with ISO and this is the response

The line in question was apparently deleted by error during the final
preparation of the standard for publication. The error will be corrected:  we
have requested that the production department issue a reprint of this
document.
