Something like this would surely delay things by about one meeting. The
integration of items such as this take a lot of time as the interactions
with the whole standard must be considered. The work of integration of
each item is proportional to the length of everything else in the
standard. Roughly the work goes up as the square of the total number of
items since 1954.
