I was not aware that interps were "owned".  See paper J3/00-142 for
the interp process.

Heavens no.  Those questions were not asked in the interp.  They are
addressed by the existing standard text, and I know of no ambiguities
or misreadings of the existing text in this regard.  

John's answer goes exactly far enough.  He answers the interp question
and he proposes an edit to make the standard unambiguous (or to at
least clarify).  He does not then go try to redesign implied DO loops.
