I suspect this is not the case because a) it didn't exist in F77, so 
there was no worry with backwards compatibility and b) "elsewhere" is an 
English word, whereas "elseif" and "endwhere" are not.  But I agree; it 
should be allowed for consistency.

Probably because list-directed I/O is so platform dependent anyway that 
allowing ADVANCE='NO' here would result in disappointment, since it 
wouldn't work as expected, due to the freedom of list-directed I/O, in 
many cases.
