Subject: Fortran-related resolutions at the SC22 Plenary

At the recent SC22 Plenary the following resolutions relating to Fortran
were passed (with my comments in angle brackets following each resolution):

Resolution 98-12:   Withdrawal of WG5 Project

ISO/IEC JTC 1/SC22:

approves the withdrawal of Project 22.02.01.03 - Interoperability Between
Fortran and C (Technical Report, Type 2) since the specification to be
included in this Technical Report is being included in the current
revision of the base Fortran standard, ISO/IEC 1539-1:1997; and

expresses its appreciation to Mr. Michael Hennecke (Germany) for his work
on the project.

<This resolution, of course, simply formalises the decision that we took
last year.  It was dealt with at the Plenary for the usual reason - namely
that it avoids the need for a letter ballot of all member bodies.>


Resolution 98-15:   Concurrent Ballots for Fortran

ISO/IEC JTC 1/SC22 authorizes the Secretariat to conduct concurrent CD
registration and FCD approval letter ballots for Project JTC 1.22.02.02 -
Revision of ISO/IEC 1539-2:1994 - Varying Length Character Strings Module.

<This, again, is a formality.  Last year we had approval to conduct
concurrent registration and _first_ CD ballots.  In view of the progress
being made on this project, however, it seems unnecessary to hold two CD
ballots, and so we hope to go straight to the final CD ballot.
Interestingly, Canada abstained on this resolution.  On my asking why,
after the end of the meeting, Steve Michell, the Head of the Canadian
delegation explained that since they currently had no Fortran group they
had been unable to determine whether the decision to go straight to Final
CD was justified.  This seemed a bit "picky", but he's new to the job (;-)>


Resolution 98-19:   Standards for Periodic Review

ISO/IEC JTC 1/SC22:

b.   Recommends that the following standards be revised:

     ISO/IEC 1539-2:1994   -  Fortran, Part 2: Varying Length Character
                              Strings

<This is a formal procedures, occasioned by the fact that four years after
publication of a Standard the Sub-Committee must determine whether it is to
be retained, revised or deleted at the end of its five year period.  Since
we are already revising this standard it _really_ was a formality!>


Resolution 98-20:     Retention of Projects Not Reaching CD Stage Within
                      Three Years of NP

ISO/IEC JTC 1/SC22 notes that the projects below have exceeded the
statutory time for proceeding from NP to CD stage;

notes, however, that significant progress has been made on these
projects, and there is no reason to suppose that they will not be
completed;

having reviewed the situation in each case, accepts the explanation that
has been presented for the need for further time in the case of these
documents; and

therefore authorizes the extension by one year of the time permitted for
proceeding from the NP to the CD stage for the following projects:

     Project JTC 1.22.02.02   - Revision of IS 1539-2: Fortran Varying
                                Length Character String Module

<There are time limits for progression to the next stage which JTC1 is
becoming increasingly strict about.  SC22 is also about to get much
stricter since four of the six projects mentioned in this resolution were
also in last year's similar resolution - and maybe even in the year before
that!  However, in our case the three year limit will only be marginally
exceeded if we go to ballot later this year or in early 1999.  In any
event, since the original project - which set the clock going - was to only
revise the non-normative annexe containing the sample module, and this was
changed last year to allow the normative part ot be revised, it could be
argued that we were really only just into our second year, not our fourth.>


Resolution 98-22:   Project Editor Appointments

ISO/IEC JTC 1/SC22 approves the following appointments:

     Mr. John Reid (UK) as Project Editor for Project 22.02.02 - Revision
     of Part 2 of ISO 1539 (Fortran Varying Length Character String
     Module);

<This formalises the handover of responsibility for the document from
Lawrie Schonfelder - who remains as Consultant to the project.>


Resolution 98-29:   Appreciation:  Mr. Jerrold Wagener

Upon the occasion of his retirement, ISO/IEC JTC 1/SC22 expresses its
gratitude and appreciation to Mr. Jerrold Wagener (USA) for his many
invaluable contributions to the work of WG5 over the past 20 years since
the initial "Fortran Experts Group" meeting which preceded the
establishment of WG5.

<To the best of my knowledge, this is the first time that SC22 has passed
such a resolution of appreciation for someone who has never held any formal
SC22 appointment (Convenor, Project Editor, etc) or attended an SC22
Plenary.>


I shall send a short report later this week (hopefully ;-) of a couple of
other matters that were discussed during the Plenary which may be relevant
to WG5.
