One more comment:

In V5 and V10, we have references to the JTC1 draft Directives.  Because the
last draft resolutions had different reference numbers ("SC22-N1130 or WG5-
N788" for V5, and "JTC1-N1838" for V10) for that same document, we fixed it
by changing the former at the final moment.

I believe that it would be better to have both the formal number (JTC1-N1838)
and the fastest pointer (WG5-N788).
