As far as I am aware, the "new procedures" only apply to STANDARDS.  It
will, therefore, be possible to make some changes after the DTR ballot has
closed.  However, any such changes should probably only be made in response
to a national comment.  Can I suggest that the UK, as the Project Editor's
member body, submits a comment to correct this omission?  (Of course any
other country may also make the same comment if they wish, but one will be
enough.)
