Subject: Fortran-related resolutions from the SC22 Plenary

I attended the SC22 Plenary in Ottawa from 18-21 August as WG5 Convenor.
The meeting was less controversial than usual - to the extent that we
actually finished on Thursday afternoon instead of Friday morning, as
scheduled!

As far as Fortran is concerned, SC22 agreed to all my requests, as
confirmed in the following resolutions:

SC22 also passed the following resolution relating to Brian Meek:

Other resolutions that may be of interest to WG5 members are as follows:

The reason for this resolution is that some countries have been voting NO
in ballots, with extensive comments, and then not attending the subsequent
meeting(s) of the relevant working group that attempts to resolve the
issues raised.  It was felt, not unreasonably, that if a country has
serious reservations then they have a duty to collaborate with the WG in
attempting to resolve matters.

As part of its re-engineering process, JTC1 suggested a workshop on
Cultural Adaptability (C18y) - apparently the new name for
Internationalization (I18n) - to determine what is required in this area
and where, within JTC1's structure, the work should be based.  There is a
school of thought that says it should be based in SC2 (Caracter Sets) since
much of the initial work is character related;  however, most SC22
Convenors and Member Bodies appear to believe that it should remain within
SC22, as it is in the area of Programing Languages that the tools to
support C18y/I18n must be provided.

SC2 were quicker off the mark than SC22 in offering to host/plan the
meeting (mainly because their Plenary was earlier than ours) and had
already established a provisional Planning Committee, so SC22 decided to
simply request that the Planning Committee should have some addition
members from SC22.  As you can see, I was one of those nominated for this
role.  I was also proposed, provisionaly, as one of the official SC22
representatives to the Workshop when it takes place - tentatively in Ottawa
in February or early March (brrr!  it's cold there at that time of the
year!)


The other issue of interest relates to approved electronic formats for
documents.  You will remember that in Vienna, I explained that the new JTC1
procedures in this regard proposed to endorse HTML and PDF (amongst others)
as being acceptable formats, but not PostScript.  There was a request from
the Ada Convenor for SC22 to request JTC1 to add PostScript to the list,
but after considerable discussion the majority view was that we should not
do so.

A related issue, which I also mentioned in Vienna, is the requirement for
all SCs and WGs to obtain permission from JTC1 to use a format not on their
list.  If taken at face value this would mean that it would not be
permissible to use any software apart from Word or WordPerfect to create
documents!  SC22 did not believe that this was the intent of the JTC1
requirement, but it was not clear what JTC1 really meant and/or wanted.
Accordingly, SC22 agreed to forward a request for clarification to JTC1,
but to take no further action in this regard at this time.
